Critical interaction: Intelligence analysis, Communication, and Societal resilience

The Hourglass Model

In today’s complex security environment, the intelligence community must address dynamic hybrid threats through coordinated efforts that span multiple sectors. In a recently published article, Swedish Defence University and PDRI researchers emphasise the critical interaction between intelligence analysis, communication, and societal resilience ("Hybrid Threats and the Intelligence Community: Priming for a Volatile Age").

This article underscores the critical need for reciprocal engagement between intelligence professionals and key stakeholders. It also presents an Intelligence Analysis Interaction Model,  also called "the Hourglass Model", as a conceptual framework for understanding interaction points and challenges affecting the intelligence community in relation to the development of societal resilience and countermeasure capabilities. The article concludes by offering recommendations for the creation of tools to identify threats and vulnerabilities in order to enhance resilience, and design comprehensive, whole-of-society responses to hybrid threats.
